Ryan Malloy 3c2345282f Fix Dockerfile patch ordering and deduplicate landing cards ...

COPY patches/ before npm ci so the postinstall Starlight
head.ts patch runs during install. Replace duplicate Tutorials
card on the landing page with a Concepts card.
