Updates Tabulator package from 5.4 to 6.3
The relevant breaking change is the change of the `selectable` variable to `selectableRows`

Explicitly use the `--mode` flag for the webapp development server
(`vite`) to make the web frontend choose the appropriate HTTP and
WebSocket port to communicate with the backend. This also makes sure
that when accessing the frontend via `https://`, the websocket
connection uses `wss://`.
As a side-effect, this also makes port `:8081` usable in production
environments; it would assume it was the development server and try to
access the backend on port `:8080`.

Upgrade Tabulator, hopefully this fixes some issues where the job list
would show black (no items shown, but the scrollbar is still there as if
all the items still exist; scrolling up & down would fix it).
- Added initial description and illustration
- Swap "Check" button for fields with a debounced @input event
- Turn Blender's list into a radio selector
- Tweak wording when paths are not found
- Add microtip library for tooltips
- Make navigation steps clickable, according to the state
Replace the Vue v2 webapp with a Vue v3 one, and embed the OpenAPI
client in the webapp itself (instead of being its own npm project).
- Vue v2.x -> v3.x
- Tabulator v4.x -> v5.1
- Moment JS -> replaced with Luxon JS
- Vue CLI/UI -> replaced with Vite
This adds a JS client for the OAPI interface, and introduces the SocketIO
stuff into Flamenco Manager itself.
To build & run:
- in `web/manager-api` run `npm install`
- in `web/manager-api` run `npm link`
- in `web/app` run `npm install`
- in `web/app` run `npm link flamenco-manager`
- in `web/app` run `yarn serve`
This may not be a complete list, but at least some of those steps are
necessary.
