c04e4992e0 Transition from ex-GORM structs to sqlc structs (3/5)
Replace old used-to-be-GORM datastructures (#104305) with sqlc-generated
structs. This also makes it possible to use more specific structs that
are more taylored to the specific queries, increasing efficiency.

This commit deals with worker tags (on both workers and jobs).

Functional changes are kept to a minimum, as the API still serves the
same data.

Because this work covers so much of Flamenco's code, it's been split up
into different commits. Each commit brings Flamenco to a state where it
compiles and unit tests pass. Only the result of the final commit has
actually been tested properly.

8513e2fdc8 Manager: replace GORM 'now' function with our own implementation
GORM implicitly sets 'created at', 'updated at' and 'deleted at' timestamps
to 'now' by calling a 'now function'. This is now implemented by Flamenco
directly, instead of relying on GORM.

7db91294c2 Manager: fix unit test TestFetchWorkerTask reliability
The unit test was using the real clock, and depends on ordering by
last-updated timestamps. This means that sometimes two updates both fell
within the granularity of the timestamp in sqlite, which made the
ordering unreliable.

Switching to a mocked clock fixes this, as it moves forward with a hard-
coded pace, regardless of the execution speed of the test.

No functional changes to Flamenco itself.

7fd8eca8d9 Manager: more gracefull handle SQLite "interrupted (9)" error
Wrap the SQLite error "interrupted (9)". That error is (as far as I
could figure out) caused by the context being closed. Unfortunately
there is no wrapping of the underlying context error, so it's not
possible to determine whether it was due to a 'deadline exceeded' error
or another cancellation cause (like upstream HTTP connection closing).

Primarily this makes a rather unreliable unit test properly reliable.
The code under test could return either `context.DeadlineExceeded` or
the "interrupted (9)" error (GORM + SQLite doesn't reliably chose one or
the other), and now this is cleanly tested for.

5ec479a983 Manager: remove testing.T parameter from some test setup functions
Replace the use of the `t *testing.T` parameter with just plain `panic()`
when test setup fails. This makes it easier to call the same functions
from other situations, like benchmark functions.

No functional changes to Flamenco itself.

94923c628d Manager: increase wait time in worker timeout test
Instead of waiting for 1ns, wait for 1ms. That's more stable on my laptop,
and still short enough to not really slow down the test.

3974770f36 Manager: refuse to delete workers without foreign key constraints
As a safety measure, refuse to delete Workers from the Manager's database
when foreign key constraints are disabled.

In the long term, the underlying problem should be solved. This is a stop-
gap measure to ensure database consistency.

3f4a9025fe Manager tests: replace assert.NoError() with require.NoError()
Back in the days when I wrote the code, I didn't know about the
`require` package yet. Using `require.NoError()` makes the test code
more straight-forward.

No functional changes, except that when tests fail, they now fail
without panicking.

61cc8ff04d Manager: implement API operation to get the farm status
Add a new API operation to get the overall farm status. This is based on
the jobs and workers, and their status.

The statuses are:

- `active`: Actively working on jobs.
- `idle`: Farm could be active, but has no work to do.
- `waiting`: Work has been queued, but all workers are asleep.
- `asleep`: Farm is idle, and all workers are asleep.
- `inoperative`: Cannot work: no workers, or all are offline/error.
- `starting`: Farm is starting up.
- `unknown`: Unexpected configuration of worker and job statuses.

02fac6a4df Change Go package name from git.blender.org to projects.blender.org
Change the package base name of the Go code, from
`git.blender.org/flamenco` to `projects.blender.org/studio/flamenco`.

The old location, `git.blender.org`, has no longer been use since the
[migration to Gitea][1]. The new package names now reflect the actual
location where Flamenco is hosted.

830c3fe794 Rename worker 'clusters' to 'tags'
As it was decided that the name "tags" would be better for the clarity
of the feature, all files and code named "cluster" or "worker cluster"
have been removed and replaced with "tag" and "worker tag". This is only
a name change, no other features were touched.

This addresses part of #104204.

As a note to anyone who already ran a pre-release version of Flamenco
and configured some worker clusters, with the help of an SQLite client
you can migrate the clusters to tags. First build Flamenco Manager and
start it, to create the new database schema. Then run these SQL queries
via an sqlite commandline client:

2a345a3d2c API for deleting workers
Workers can now be soft-deleted. Tasks assigned to the worker will remain
associated with that Worker. Active tasks will be re-queued so other
workers can pick them up.

736ca103c3 Manager: show current/last task in worker details
The Task details component already linked to the Worker it was assigned
to last, and now the Worker links back to the task.

There's only one task shown in the Worker details. If the Worker is
actively working on a task, that one's shown. Otherwise it's the
last-updated task that was assigned to the worker.

01c45afc20 Manager: explicitly store timestamps as UTC
SQLite doesn't handle timezones by default, when you just use something
like `date1 < date2`, for example. This makes GORM explicitly use UTC
timestamps for the `CreatedAt`, `UpdatedAt`, and `DeletedAt` fields.
Our own code should also use UTC when saving timestamps. That way all
datetimes in the database are in the same timezone, and can be compared
naievely.

f77b11d85e Manager: add a small wrapper around Google's UUID library
Add a small wrapper around github.com/google/uuid. That way it's clearer
which functionality is used by Flamenco, doesn't link most of the code to
any specific UUID library, and allows a bit of customisation.

The only customisation now is that Flamenco is a bit stricter in the
formats it accepts; only the `xxxxxxxx-xxxx-xxxx-xxxx-xxxxxxxxxxxx` is
accepted. This makes things a little bit stricter, with the advantage
that we don't need to do any normalisation of received UUID strings.

9f5e4cc0cc License: license all code under "GPL-3.0-or-later"
The add-on code was copy-pasted from other addons and used the GPL v2
license, whereas by accident the LICENSE text file had the GNU "Affero" GPL
license v3 (instead of regular GPL v3).

This is now all streamlined, and all code is licensed as "GPL v3 or later".

Furthermore, the code comments just show a SPDX License Identifier
instead of an entire license block.

8824489980 Manager: use in-memory SQLite database for testing
The on-disk database that was used before caused issues with tests running
in parallel. Not only is there the theoretical issue of tests seeing each
other's data (this didn't happen, but could), there was also the practical
issue of one test running while the other tried to erase the database file
(which fails on Windows due to file locking).
