Add a tested Postgres Alpine + pgvector Dockerfile
Consumers on postgres:NN-alpine can't switch to the Debian pgvector image
without reindexing every text index (musl vs glibc collation). This builds
pgvector into the same Alpine image instead. Verified on PG 16 and 17.

# Postgres on Alpine with pgvector built in. Keeps the musl C library, so an
# existing data directory's collation and text indexes are unaffected.
# with_llvm=no: the base image's Postgres was built with a specific clang for
# JIT bitcode that Alpine may no longer ship; pgvector itself builds with gcc.
